Matteo Gnes

Matteo Gnes is a Full Professor of Administrative Law at the University of Urbino Carlo Bo, affiliated with the Department of Law (DiGiur). He holds leadership roles as Co-Director of the Interuniversity Master in Administrative Sciences and Innovation in Public Administration and Vice-Director of the Department of Law. His expertise spans administrative law, European legal integration, public administration reform, and migration policy. Educated at Sapienza University of Rome (Laurea in Law, 1995) and the European University Institute (PhD, 2000), Gnes has extensive international experience, including a Fulbright Visiting Professorship at Georgetown University (2007) and visiting roles at European institutions.

His research focuses on administrative justice, EU legal frameworks, and public governance. Notable contributions include monographs on state privileges, administrative law principles, and migration policies. He has led or participated in numerous research projects, including studies on EU anticorruption systems and public administration reform.

Prof. Gnes teaches administrative law, public finance management, and European administrative law. He actively contributes to academic journals and serves on editorial boards, including the Rivista trimestrale di diritto pubblico and Giornale di diritto amministrativo. His recent work addresses pandemic-related legal issues, EU economic governance, and the role of language in integration.

Professional affiliations include the European Group of Public Law, the European Law and Governance School (ELGS), and the Institute for Public Administration Research (Irpa). He advises on public policy and has held roles such as Director of the Master in Administrative Sciences and Coordinator of the Ceripa research center.
