Matteo Cosulich

Matteo Cosulich is a Full Professor of Constitutional Law and Deputy Director at the Faculty of Law, University of Trento. His academic career began with a Laurea degree in Political Sciences (summa cum laude) from the University of Genoa (1988-1989), followed by a PhD in Constitutional Law from the University of Bologna (1994). He held postdoctoral fellowships at the University of Paris II Panthéon-Assas (1994-1996) and the Luiss-Carige School of Public Administration in Rome (1997).

His teaching includes courses on Public Law, Constitutional Law, Parliamentary Systems, and Regional Governance. He has led research on constitutional frameworks, electoral systems, and health law. Recognized for scholarly excellence, his research was ranked top-tier (Class A) in the 2015-2019 Italian National Evaluation of Research Quality (VQR).

Prof. Cosulich actively engages in legal advising and institutional reform. He served as legal counselor to the Liguria Regional President (1995-2000), the Italian Conference of Regional Presidents, and the Ministry of Health (2012-2013). He contributed to drafting regional statutes, electoral reforms, and healthcare regulations. He currently chairs constitutional law observatories and editorial boards for journals like Quaderni Regionali and Antologia di Diritto Pubblico.
