Dr. Mathieu Leloup is an Assistant Professor of Constitutional and Administrative Law at Tilburg Law School, Tilburg University, and a Tenure Track Professor at Ghent University (since 2024). He holds a PhD from the University of Antwerp and an LLM in Human Rights from the European Inter-University Institute in Venice. His research focuses on constitutional law, judicial independence, separation of powers, and EU law, with a particular emphasis on multilevel constitutionalism and the interplay between fundamental rights and institutional frameworks.
He is affiliated with the Global Law & Governance research program at Tilburg and serves as a postdoctoral researcher (2021–2026) on the ERC-funded INFINITY project at Masaryk University, Brno, exploring informal judicial institutions. His recent work addresses topics such as legal vacuums in national systems, judicial creativity under EU primacy, and the rule of law in Belgium through inter-court collaboration.
Key publications include analyses of EU primacy effects, Belgian constitutional challenges, and comparative integrity norms in public governance. Leloup is a member of the Advisory Committee of the ICON-S Benelux chapter and contributes to courses on constitutional law and European legal frameworks.
