Dr. Martin Libicki holds the Keyser Chair of cybersecurity studies at the U.S. Naval Academy (USNA). He teaches and researches cyberwar, information technology's impact on security, and global cyber norms. He earned his Ph.D. in 1978 from UC Berkeley. His recent work includes the 2016 textbook Cyberspace in Peace and War, and papers on information warfare convergence and cyber strategy. His research focuses on cyber-espionage norms, cyber-sovereignty implications, and Russian cyber strategy.
Notable works include RAND monographs such as Cyberdeterrence and Cyberwar and How Terrorist Groups End. Prior roles include 12 years at National Defense University, Navy Staff service, and GAO positions.
Current research explores global cyber-espionage norms, U.S. cyber-sovereignty policy, and Russian cyber tactics. He contributes to the Center for Cyber Security Studies at USNA, advancing interdisciplinary cyber education and policy analysis.
