Dr. Marlot Kuiper is an Assistant Professor of Public Management at the Utrecht University School of Governance, affiliated with the Department of Public Governance and Management. Her research focuses on the reconfiguration of professional work in public institutions, particularly addressing challenges posed by societal and technological changes such as AI, diversity, and institutional turbulence. She examines how professionals navigate standards implementation, organizational pressures, and accountability structures to achieve responsive governance and sustainable outcomes.
Her academic background includes a PhD from Utrecht University on the use of standards like checklists in healthcare contexts. She teaches master’s and executive-level courses, coordinating the Master’s track in Public Management. Kuiper also serves as an academic consultant for public organizations, advising on professional development and organizational change. Notably, she was a member of the Visitatiecommissie Rechtspraak (Dutch judiciary review committee) in 2023.
