Marleen Botman serves as Assistant Professor at Vrije Universiteit Amsterdam's Faculty of Law, affiliated with the Department of Constitutional and Administrative Law, Kooijmans Institute, and Public Contract Law group. Concurrently, she works as a partner at Pels Rijcken & Droogleever Fortuijn law firm in The Hague since 2018, bridging academic research with legal practice.
Her research centers on European Union law's impact on national legal systems, particularly examining the implementation of EU rules in Dutch administrative and constitutional law. Key focus areas include the European Services Directive 2006/123/EG, regulation of establishment and service provision, State Aid frameworks, and spatial planning law. Her work demonstrates consistent engagement with judicial interpretation of EU principles in national contexts.
Recent publications reveal a clear trend toward practical application of EU law in regulatory domains, with emphasis on administrative court rulings, State Aid compliance mechanisms, and landmark cases like Appingedam influencing Dutch spatial planning. This reflects her dual expertise in theoretical legal frameworks and real-world implementation challenges.
Dr. Botman actively contributes to academic discourse through the Kooijmans Institute and constitutional law section, regularly presenting at conferences including the XXIX Fide Congress. Her professional activities span academic lectures on urban regulation and scarce rights in administrative law, alongside practical legal work at the national Council of State (2017 visiting researcher).
