Mark Walters is a Professor and former Dean of the Faculty of Law at Queen’s University. He holds a Ph.D. from Oxford University and has held prestigious roles such as the F.R. Scott Chair in Public and Constitutional Law at McGill University. His research focuses on Aboriginal Law, Constitutional Law, Legal History, and Legal Theory, with particular emphasis on Indigenous rights and treaty relations. He has held notable fellowships including the H.L.A. Hart Fellowship (Oxford, 2013) and the Jules and Gabrielle Léger Fellowship (2002-2003). His work has been cited by the Supreme Court of Canada and international courts.
Education: Ph.D. (Oxford, 1995), LL.B. (Queen’s, 1989), B.A. (Political Science, University of Western Ontario, 1986).
Research Interests: Aboriginal Law, Constitutional Law, Legal and Political Thought, Public Law, Legal History, Indigenous Law, Legal Ethics. His scholarship explores treaty relations, Indigenous sovereignty, and the interplay between legal systems and colonial history.
Main Awards: Canadian Association of Law Teachers’ Award for Academic Excellence (2006).
Leadership: Served as Dean of Queen’s Faculty of Law (2019–2023), and previously as Associate Dean of Graduate Studies and Research at Queen’s. Supervised postdoctoral fellow Karine Millaire.
Professional Activities: Taught at Oxford University and practiced law in Toronto focusing on Aboriginal title and treaty rights.
