Mark Raymond is the Wick Cary Associate Professor of International Relations and Director of the Cyber Governance and Policy Center at the University of Oklahoma's David L. Boren College of International Studies. He holds affiliate roles at Indiana University's Ostrom Workshop and has served as a Carnegie Fellow at Columbia University's School of International and Public Affairs. His research focuses on cyber governance, international security practices, and rule-making in global systems.
Raymond's work bridges academic and policy realms, with contributions to International Theory, Journal of Global Security Studies, and Strategic Studies Quarterly. He authored Social Practices of Rule-Making in World Politics (Oxford UP, 2019) and co-edited Organized Chaos: Reimagining the Internet (CIGI, 2016). His policy engagements include advising the U.S. Cyberspace Solarium Commission and testifying before the UN Commission on Science and Technology.
Key research areas include cyber regime complexity, authoritarian multilateralism in digital domains, and evolving international legal frameworks for cyber conflict. His analysis emphasizes institutional innovation and the interplay between technical infrastructure and global governance.
He currently directs OU's Cyber Governance and Policy Center, coordinates international security policy initiatives at the Oklahoma Aerospace and Defense Innovation Institute, and serves as associate editor for International Theory.
