Mark Bailoni is a Lecturer in the Geography Department at the University of Lorraine's College of Human and Social Sciences, where he has served since 2008. He previously held significant administrative roles including Director of the College of Human and Social Sciences (2017-2022) and Director of the Geography Department (2014-2017).

His research critically examines geopolitical dynamics in territorial governance, focusing on regional identity construction, energy transition conflicts, and post-industrial renewal. He investigates how communities navigate socio-technical transitions through cultural revitalization and confront territorial disparities, with particular expertise in British Isles geopolitics and European territorial planning.
Recent publications (2022-2025) demonstrate a concentrated focus on energy transition geopolitics, analyzing coal heritage in decarbonization contexts, wind energy conflicts in rural communities, and Scottish nationalism's evolution from petroleum to wind power. His work consistently bridges British electoral geography with broader European territorial governance challenges.
Bailoni actively supervises doctoral research, currently co-directing Dorian Maillard's thesis on decarbonization in declining territories under the SESAME/PEPR SPLEEN program. He secures competitive research funding including PEPR/ANR grants for industrial decarbonization projects.
He contributes to LOTERR laboratory's interdisciplinary work through technical platforms in hydrometry, sedimentology, and drone-based remote sensing, supporting research on territorial transitions and environmental governance.
