Dr. Maria Karaulova is a Researcher at the Department of Innovation and Knowledge Economy within the Fraunhofer Institute for Systems and Innovation Research (ISI). She holds a PhD in Public Policy and Management and an MA in Social Anthropology from the University of Manchester (UK), with an undergraduate degree in applied political science from the Higher School of Economics in Russia. Her work focuses on governance of science, technology, and innovation, particularly incentivizing publicly funded research and understanding barriers to knowledge uptake in policy contexts.
Key projects include the Oslo Institute for Research on the Impact of Science (OSIRIS), analyzing mobility restrictions during the pandemic, and evaluating spin-off dynamics from public research organizations. She has contributed to over 15 peer-reviewed articles and reports since 2017, addressing topics ranging from researcher mobility to the societal impact of science policy.
Her research employs mixed-methods approaches, combining quantitative analyses (e.g., bibliometrics) with qualitative studies of policymaking processes. Dr. Karaulova’s work frequently addresses global challenges such as open strategic autonomy, gender equality in research, and the ethical implications of emerging technologies.
