Dr. Margaret Goertz is a Professor of Education Policy at the University of Pennsylvania's Graduate School of Education and a Senior Research Specialist at the Consortium for Policy Research in Education (CPRE), where she co-directed from 1995 to 2010. With over 30 years of experience, she leads national and state-level studies on federal education policy implementation including Title I and No Child Left Behind.

Currently, Dr. Goertz examines how State Education Agencies manage evidence to improve low-performing schools and serves on U.S. Department of Education technical work groups for ARRA Funding evaluation and School Turnaround studies. She has directed federally funded research on standards-based reform and teacher policies while contributing to national surveys like the Schools and Staffing Survey. As past president of the Association for Education Finance and Policy, she has advised the National Research Council, Government Accountability Office, and Institute of Education Sciences on education systems research.
