Prof. Marc Hertogh is a Full Professor of Law and Society at the University of Groningen and holds the Distinguished Professor title in Social and Institutional Dimensions of the Rule of Law at Utrecht University. He serves as Deputy Chair of the Dutch State Commission on the Rule of Law and Principal Investigator (PI) of the CITIZENS-LAW project. His research focuses on administrative justice, legal consciousness, and public opinion about law. He is Editor-in-Chief of the International Journal of Law in Context and chairs the editorial board of the Dutch Law & Society Review.
Education: Studied Law at Leiden University and the London School of Economics (LSE), with visiting positions at Oxford and UC Berkeley. Research interests include legal pluralism, ombudsman studies, and the rule of law in Europe. He has authored books such as The Oxford Handbook of Administrative Justice and Nobody's Law: Legal Consciousness and Legal Alienation in Everyday Life.
Key roles include membership in the Scientific Advisory Board of the Dutch Council for the Judiciary and advisory roles for Dutch government departments. His work spans empirical legal studies, with projects analyzing citizen perceptions of law and administrative justice reform.
Grants and projects include the NWO-funded CITIZENS-LAW initiative exploring EU citizens' perceptions of the rule of law. Collaborations involve institutions like the Groningen Center for Empirical Legal Research (GELR). He advises on legal and policy matters, emphasizing public trust and institutional legitimacy.
