Prof. Marc Hertogh is a Distinguished Professor at Utrecht University (Faculty of Law, Economics and Governance) and Professor of Law and Society at the University of Groningen. He specializes in legal consciousness, rule of law, and administrative justice. His research focuses on citizen perceptions of law, government legitimacy, and the social impacts of legal systems. He leads the NWO-funded CITIZENS-LAW project, aiming to strengthen the rule of law in Europe by incorporating citizen perspectives. He also serves as Deputy Chair of the Dutch State Commission on the Rule of Law and Editor-in-Chief of the International Journal of Law in Context.
Education: Leiden University (Law), London School of Economics (Law), with visiting positions at Oxford and UC Berkeley. Research highlights include studies on legal alienation, administrative justice, and ombudsman systems. Awards include the 2023 Best Practice in Teaching & Learning Award (Groningen).
