Marc H. Pfeiffer

Marc H. Pfeiffer is a Senior Policy Fellow and Faculty Researcher at the Bloustein Local Government initiative and the Center for Urban Policy Research within Rutgers University’s Bloustein School of Planning and Public Policy. With a 37-year career in New Jersey local government administration, he retired in 2012 after serving as Deputy Director of the Division of Local Government Services, including 14 years as Acting Director. His expertise spans municipal finance, property taxation, public procurement, shared services, technology adoption in governance, and legislative processes.

• Educations: B.S. in Urban Affairs (American University), M.P.A (New York University).

Research focuses on technology integration in local government and optimizing shared services. He contributes to the Rutgers Certified Public Manager Program through curriculum development and teaching. His professional experience includes municipal administration, regulatory oversight, and labor relations.

Marc engages in guest lectures and collaborative projects, leveraging decades of public service to inform policy and education. He advises on public informatics and management strategies, emphasizing practical applications of technology in governance.
