Madeleine De Cock Buning

Madeleine De Cock Buning is a Part-time Professor of Digital Politics, Economy and Societies at the Florence School of Transnational Governance (STG) at the European University Institute (EUI), serving since June 2018. She chairs the advisory board of the European Digital Media Observatory (EDMO), an STG-led EU-funded initiative addressing online disinformation. Concurrently, she holds a professorship in Copyright Law and Media and Communication Law at Utrecht University (UU) and serves as Vice President Public Policy EMEA at Netflix.

Her expertise spans digital governance, AI ethics, media regulation, and copyright law. She previously chaired the European Commission’s High-Level Expert Group on Fake News and Disinformation, the European Regulators Group for Audiovisual Media Services (ERGA), and the Dutch Media Authority’s Board of Commissioners. She has also advised the Dutch Ministry of Security and Justice on copyright matters and served as an Honorary Judge at The Hague Court of Appeal and a WIPO panelist.

Research focuses on digital markets, AI policy, media pluralism, and online disinformation. Recent work includes analyzing platform self-regulation, post-COVID AI challenges, and fundamental rights in AI deployment. She leads the ongoing European Digital Media Observatory project and contributed to the 'Digital trade integration - dataset & index' initiative.

Her scholarly outputs emphasize interdisciplinary approaches to digital governance, combining legal frameworks with policy analysis. She frequently collaborates with policymakers and industry leaders to shape EU digital policies, reflecting her dual academic and professional roles.
