Milton Wabyona is a Ugandan music educator, composer, and performer with a Ph.D. in Music Education from Texas Tech University and an MM Composition from the University of Kansas. He currently serves as a Lecturer at Makerere University, Uganda, while holding key roles in international organizations: Commissioner on the ISME Special Music Education and Music Therapy Commission (2020–2026) and former Vice President for Eastern Africa on the PASMAE Executive Committee (2019–2021).

His research spans music education for social justice, African traditional music revitalization, community-based arts programs, and dance performance pedagogy. Wabyona founded Uganda Heritage Roots, a folk arts rehabilitation initiative for street children and vulnerable youth.
In leadership, he contributes to global music education through ISME's commission work and regional advocacy via PASMAE. His career reflects a 25-year commitment to blending Ugandan cultural heritage with modern educational frameworks.
