Luís Viegas Cardoso is a Visiting Policy Fellow at the Oxford Internet Institute (OII), University of Oxford, since March 2021. He concurrently serves as a senior expert at the European Commission's Advisory Service (I.D.E.A.), providing strategic policy advice on digital, technology, and innovation matters. He delivers academic lectures at Harvard University, ESCP Business School, and The College of Europe. His professional background includes roles as a digital specialist at the European Commission's European Political Strategy Centre (EPSC), senior adviser at the European Parliament (2011-2017), and strategic consultant at an international management firm. He has held governance roles at the University of Coimbra, including service on its management board and senate.
Education includes an International Master's in 'Digital Innovation and Entrepreneurial Leadership' from ESCP Business School (dissertation focused on AI ethics), a Bachelor's in Economics from the University of Coimbra, and an executive diploma in 'Foresight, Strategy and Innovation' from Lisbon School of Economics and Management (ISEG).
His research focuses on governance of emerging technologies, disruptive innovation, AI ethics, IoT, and geopolitical aspects of technology. He contributes to the OII's DemTech project investigating algorithms, automation, and computational propaganda in public life.
