Luís Capucha is a Full Professor at the Department of Political Science and Public Policy of ISCTE-IUL and an Integrated Researcher at CIES-Iscte (Center for Research and Studies in Sociology). He has served as Director of the Department of Political Science and Public Policy since 2021 and leads the Disability Studies and Human Rights program. His roles include heading the National Agency for Qualifications (2008–2011) and directing departments in Portugal’s Ministries of Labour and Education.
Research Focus: His work centers on policies addressing poverty, social exclusion, disability inclusion, and education. Key areas include rehabilitation of people with disabilities, independent living policies, and evaluation methodologies. He has contributed over 150 publications globally, including books and journal articles in Europe, Brazil, and Africa.
Media and Advocacy: Recent media engagements highlight his critiques of Portugal’s disability integration strategy and his role in launching the first Center for Disability Studies in Portugal. He emphasizes expanding support measures like personal assistants for disabled individuals, stressing the need for political ambition.
Administration & Leadership: Holds leadership roles such as President of the Scientific Committee at CIES-Iscte and directs academic programs like the Master in Disability Studies and Human Rights. His governance experience spans national councils, European Union committees, and educational reforms.
