Luisa Palacios serves as Interim Director of Research and Managing Director of Energy Transition Finance at Columbia University's Center on Global Energy Policy. She is an adjunct faculty member at the School of International and Public Affairs and affiliated faculty at the Institute for Latin American Studies. Palacios also serves on the faculty advisory committee of Columbia University's Santiago Global Center in Chile.
Her educational background includes a bachelor's degree from Universidad Catálica Andrés Bello in Caracas, a master's in international affairs from Columbia's SIPA, and a PhD in international affairs from Johns Hopkins University.
Palacios specializes in the intersection of energy markets, finance, and policy, with particular expertise in Latin American energy systems. Her research examines energy transition financing mechanisms, methane abatement strategies, and geopolitical dimensions of oil and gas markets. She has published extensively on how political decisions impact energy trade flows and market structures across the Americas.

Palacios co-leads the ESG/Energy Transition Finance working group and the Financing of the Energy Transition Initiative at CGEP. Her professional experience includes leadership roles at Citgo Petroleum Corporation as Chairwoman, Senior Managing Director at Medley Global Advisors, and positions at Barclays Capital, Société Générale, Japan Bank for International Cooperation, and the World Bank. She has advised governments and corporations on energy policy and financial strategies across multiple continents.
At Columbia, Palacios contributes to research initiatives focused on energy transition finance, particularly examining debt financing mechanisms for methane abatement in the oil and gas sector. Her work connects academic research with practical financial instruments needed for the energy transition.
