Matt Bowen is a Senior Research Scholar at Columbia University's School of International and Public Affairs (SIPA) Center on Global Energy Policy (CGEP), specializing in nuclear energy, waste management, and nonproliferation. He concurrently serves as a nonresident senior fellow at the Atlantic Council’s Global Energy Center and senior fellow with Good Energy Collective.
Dr. Bowen holds a Bachelor of Science in physics from Brown University and a Ph.D. in theoretical physics from the University of Washington, Seattle.
His research centers on nuclear energy policy frameworks, advanced reactor commercialization strategies, nuclear waste repository development, and nonproliferation safeguards. He has authored influential reports on federal/state policies for advanced reactors and U.S. nuclear export control reforms, addressing critical intersections between nuclear technology, climate mitigation, and energy security through rigorous policy analysis.
Recent publications (2025) reveal concentrated focus on nuclear energy's role in decarbonization, with emphasis on waste management solutions, World Bank financing mechanisms for nuclear projects, and DOE loan program optimization. Key thematic threads include regulatory modernization, public-private financing models, geopolitical dimensions of nuclear deployment, and integration of nuclear within broader clean energy transitions.
Dr. Bowen's advisory career includes service as Associate Deputy Assistant Secretary in the Office of Nuclear Energy and Senior Advisor in the Office of Nonproliferation and Arms Control at the U.S. Department of Energy during the Obama Administration, plus an AAAS/APS Science Fellowship with Senate Majority Leader Harry Reid. His policy work has been supported by institutions including the National Academies, Clean Air Task Force, and Nuclear Innovation Alliance.
At CGEP, he actively contributes to the Nuclear for Climate Impact initiative and India Program, collaborating with interdisciplinary teams to develop evidence-based energy solutions through policy engagement and stakeholder convening.
