Luigina Jessica Montano is a PhD Researcher at the University of Surrey’s Surrey Hospitality and Tourism Management department. Her work focuses on evaluating the social and environmental impacts of sustainable tourism interventions, particularly through participatory methods like the ‘Most Significant Change’ and ‘Theory of Change’ frameworks. She is a key researcher for the EU-funded INTERREG EXPERIENCE project, addressing tourism seasonality and sustainability across six French-English Channel regions.
Her research interests span sustainable tourism development, participatory evaluation methodologies, and cross-border regional collaboration. She advocates for innovative approaches to measure complex outcomes that traditional metrics may overlook. The EXPERIENCE project, totaling €23.5m, tests winter tourism strategies in regions like Brittany, Kent, and Cornwall while prioritizing ecological and community well-being.
Her publications emphasize narrative-driven evaluation tools and stakeholder co-learning. Current work highlights challenges faced by small local authorities in implementing and assessing tourism interventions, offering actionable insights for policy and practice.
Montano’s research bridges academic inquiry and practical policy, with a focus on ensuring tourism growth aligns with long-term sustainability goals.
