Education: B.A., University of California, Berkeley (1973); J.D., Harvard Law School (1978). He clerked for federal judge William Wayne Justice in Texas.

Research emphasizes immigration policy analysis, legal advocacy against systemic discrimination, and the intersection of public health and immigration enforcement. His Immigration Policy Tracking Project documents Trump-era policies, profiled in The New Yorker and New York Times.
