Louis A. Chiarella serves as a Distinguished Professorial Lecturer in Government Procurement Law at The George Washington University Law School and is Senior Counsel at Crowell & Moring LLP. His expertise spans bid protests, contract formation and administration, business compliance, suspension and debarment, ethics, and OCI mitigation in government contracting. With over two decades of experience at the U.S. Government Accountability Office (GAO), where he adjudicated more than 2,500 bid protests, and a military legal career spanning 30 years, he brings deep practical knowledge to his academic role.
