She specializes in the intersection of EU and national administrative law, with particular expertise in supervision and enforcement mechanisms within the European Union.
Her educational background includes a doctoral degree from the University of Luxembourg, where she defended her thesis on 'Cross-border enforcement of the GDPR by independent administrative authorities' under the supervision of Professor Herwig Hofmann. Her doctoral work was nominated for the Luxembourg Excellent Doctoral Thesis Award. She also holds master's degrees in European Law and Legal Research (both completed cum laude) from Utrecht University.
Dr. Mustert's research focuses on several critical areas at the intersection of digital governance and administrative law:
- Supervision and enforcement mechanisms in the EU, particularly regarding the General Data Protection Regulation (GDPR)
- Composite administrative decision-making procedures across EU member states
- Protection of fundamental rights, especially the right to an effective judicial remedy in administrative contexts
- Effectiveness and good administration principles in cross-border regulatory enforcement
Her scholarly work demonstrates a consistent focus on how EU regulatory frameworks, particularly the GDPR, are implemented and enforced across national boundaries. She examines the tensions between harmonization and national discretion, the role of EU agencies like the European Data Protection Board, and the procedural safeguards necessary to ensure both effective regulation and protection of individual rights.
Dr. Mustert has received recognition for her research, including a nomination for the Luxembourg Excellent Doctoral Thesis Award. Her work has been presented at numerous international conferences and seminars, reflecting her standing in the academic community.
In addition to her research, Dr. Mustert is actively involved in teaching and mentoring. She supervises master's theses and teaches courses on EU law, administrative law, and digital governance. Her teaching portfolio includes courses on Judicial Protection and Enforcement of EU Law, Digitalization and the Rule of Law, and Transnational Enforcement of the GDPR, reflecting the practical application of her research interests.
She is also engaged with various research centers and networks, particularly the Utrecht Centre for Regulation and Enforcement in Europe (RENFORCE), which focuses on the practical implementation of EU regulatory frameworks across member states.
