Lilly Nicholls is a Senior Fellow and Professional in Residence at the University of Ottawa’s School of International Development and Global Studies (SIDGS/EDIM), bringing 30 years of diplomatic experience across six continents. She served as Canada’s High Commissioner to Bangladesh (2022-2024) during the Student Revolution and Ambassador to Panama (2018-2021) through the COVID-19 pandemic, and led the Global Affairs Canada Research Team that developed Canada's Feminist International Assistance Policy (FIAP).
Her academic credentials include:
- PhD in International Development, London School of Economics and Political Science (1997)
- MA in International Political Economy, York University (1989)
- BA (Honours) in Political Science and Sociology, Carleton University (1987)
Dr. Nicholls specializes in Canadian foreign policy, international development, and gender equality frameworks, with deep expertise in Indo-Pacific and Latin American contexts. Her work emphasizes evidence-based policy bridging academia and practice, prioritizing Global South inclusion and social justice in poverty reduction initiatives.
Her distinguished recognition includes:

- 10 Most Influential Hispanic Canadians (2022)
At the University of Ottawa, she mentors students through practical skill development and led the 2024-2025 assessment for establishing a comprehensive International Hub focused on policy dialogue, multidisciplinary research collaboration, and professional training in global affairs.
