His 2025 publications analyze emerging issues in tax enforcement, including passport revocation mechanisms, international tax comity disputes, collection procedures for noncompliant taxpayers, and jurisdictional challenges for expatriate refund claims. These works consistently emphasize procedural fairness and administrative efficiency within the U.S. tax system.
Book's significant honors include:
- ABA Tax Section Janet Spragens Pro Bono Award (2007)

He actively mentors students through the Tax Clinic's pro bono litigation for low-income taxpayers and has shaped tax policy via three Congressionally submitted research reports, notably the 2019 proposals for improving refundable credit administration. His creation of Villanova's Online Graduate Tax Program demonstrates sustained innovation in tax education delivery.
Book co-founded and maintains the influential Procedurally Taxing blog, serves on the American Bar Association Taxation Section governing council, and is a founding board member of the Center for Taxpayer Rights, positioning him at the nexus of tax academia, policy development, and practitioner communities.
