Keith Fogg is a Clinical Professor at Harvard Law School, where he directs the Federal Tax Clinic at the Legal Services Center. He joined Harvard in 2017 after a decade at Villanova Law School and prior roles as a visiting professor at Harvard (2015-2016) and adjunct/visiting positions at Georgetown, William and Mary, University of Richmond, and University of Arizona. With over 30 years at the IRS Office of Chief Counsel before academia, he is a national authority on tax procedure and bankruptcy law intersections.

His research focuses on tax collection, bankruptcy taxation, and IRS procedural reforms, evidenced by his blog Procedurally Taxing and co-authorship of the tax section in IRS Practice and Procedure. Recent articles analyze systemic issues in tax litigation and compliance.
