Leon Y. Xiao is an Assistant Professor at the School of Creative Media, City University of Hong Kong, under the Presidential Assistant Professors scheme. His research focuses on video game law, particularly the regulation of loot boxes and gambling-like mechanics. He holds law degrees from Durham University and City, University of London, and a PhD from IT University of Copenhagen. Xiao is a Barrister at Lincoln's Inn and a Fellow of multiple societies including the Royal Society of Arts (FRSA) and the Royal Asiatic Society (FRAsiaticS).
His work has influenced global policymakers, including the UK Government’s regulatory frameworks and the Belgian court’s rulings. He has testified before Australian parliamentary committees and advised regulators like the FTC and Dutch Authority for Consumers and Markets. Xiao’s awards include Forbes 30 Under 30 (2023) and the EliteForsk-rejsestipendiat (2024). He has secured over £71,000 in grants, including Danish government funding and ECR grants.
Research interests span empirical legal methods, open science practices, and the intersections of gaming, cryptocurrencies, and mental health. He has published widely on loot box compliance, probability disclosures, and cross-jurisdictional regulatory comparisons. Xiao’s advocacy has led to fines against companies in the EU and amendments to app store listings globally.
