Laura S. Morton

Laura S. Morton serves as a Professorial Lecturer in Law at The George Washington University Law School while maintaining an active practice as a partner at Perkins Coie LLP, specializing in ocean energy project development, environmental review, and permitting for generation and transmission infrastructure.

Her professional expertise spans regulatory frameworks for offshore wind and ocean energy, developed through leadership roles at the American Clean Power Association (as Senior Director of Policy and Regulatory Affairs), the National Oceanic and Atmospheric Administration, U.S. Department of Energy, and Council on Environmental Quality. Early career experience includes complex energy litigation in private practice and senior counsel work in the U.S. Department of Justice Civil Division, complemented by a clerkship with the U.S. Court of Appeals for the Eleventh Circuit.
