Laura Hering

Laura Hering is a Senior Research Fellow at the Max Planck Institute for Comparative Public Law and International Law in Heidelberg, specializing in EU Law (particularly EU Administrative Law), Public Law, and Comparative Public Law. She holds a Dr. iur. and LL.M. from the College of Europe in Bruges.

Her educational background includes a First and Second German State Exam, an LL.B. from Bucerius Law School, and studies at Université Paris I. She completed her doctoral research at the University of Hamburg under Prof. Markus Kotzur, focusing on procedural errors in European Administrative Law.

Hering's research examines constitutional responses to the Covid-19 pandemic, EU administrative procedures, and the relationship between European and national legal systems. Her work demonstrates particular expertise in German administrative law, EU institutional law, and comparative constitutional analysis between Germany and Italy during emergencies.
