Prof. Dr. Kutay OKTAY is a Full-Time Professor at the Department of Tourism Management, Faculty of Tourism, Kastamonu University, Turkey. He has served as Dean (2019-2021), Vice Dean (2015-2019), and Department Head (2014-2018, 2023-present) at Kastamonu University. His career also includes administrative and academic roles at Kyrgyzstan-Turkey Manas University (2001-2011).

He has received awards such as the Muhammed Haydar Dulati Science Award (2016) and the Turkish World Service Award (2012).
As a thesis advisor, he has supervised 24 graduate studies (2015-2025) on topics ranging from regional cuisine marketing to sustainable health tourism. His collaborative projects include international research on Turkic world tourism, Central Asian hotel expansion, and UNESCO creative cities. He has also served as editor and reviewer for journals like Uluslararası Türk Dünyası Turizm Araştırmaları Dergisi and Sosyoekonomi.
