Konstantinos Tsimaras

Konstantinos Tsimaras is currently the Dean and Professor of Public Law at the School of Law, European University Cyprus (EUC). He has held academic positions since 2002, including Associate Professor at EUC (2014–present), and has served as a Scientific Coordinator in several research projects, including the Minimum Salary study funded by the Greek state (2021) and the Cyprus-focused Europe Green Deal analysis (2021).

Dr. Tsimaras holds a PhD in Law from Paris I Panthéon-Sorbonne (1998), a Post-Doctoral degree from the Universities of Toledo and Lisbon (2000), and advanced legal qualifications including an LLM in Political Science (Paris I, 1993) and a LLB from the University of Athens (1989).

His research focuses on constitutional law, public law, human rights, and comparative legal frameworks. He explores topics such as anti-corruption systems in EU member states, the application of Indian legal precedents in Cyprus, and the intersection of technology and modern democracies. His work also addresses EU policies, including the Green Deal, and international legal cooperation between India and the European Union.

Recent publications include analyses of Asian constitutional systems (2021), the Europe Green Deal’s impact on Cyprus (2021), and studies on constitutional property rights in France, Greece, and Portugal (2005).

He has received notable recognitions including:

• Member of the Scientific Committee for Cyprus Negotiations (2021)

In advising and grants, he coordinated the Minimum Salary study (Greek state) and contributed to EU-funded projects on gender equality and new work models. His administrative roles include membership in the Senate of the Greek Open University (2019) and the Greek National School of Public Administration (2021). He also serves on editorial boards for legal journals and associations, including the Greek Journal of Administrative Law and the Mediterranean Laboratory of Public Law.
