Kirk D. Burkhalter

Kirk D. Burkhalter is Professor of Law and Director of the 21st Century Policing Project at New York Law School. His work centers on criminal law, policing reform, and community-law enforcement relations. A former NYPD Detective First Grade, he investigates organized crime and terrorism.

The 21st Century Policing Project develops policy reforms for improved police-community relations through legal advocacy, model legislation, and CCRB analysis. Burkhalter also directs NYLS's Evening Division engagement initiatives and undergraduate pre-law pathways.
