Kimmo Nuotio

Kimmo Nuotio is a Professor of Criminal Law at the University of Helsinki's Faculty of Law, where he serves as Director of the Institute of Criminology and Legal Policy. He has held significant leadership positions including Dean of the Faculty of Law (2010-2017), director of the nation-wide doctoral programme "Law in a Changing World" (2007-2015), and currently chairs the Board of the Research Council of Finland (2025-2027). He maintains active roles in the Rule of Law Center and the Center of Chinese Law and Chinese Legal Culture.

Professor Nuotio's research focuses on theoretical foundations of criminal law, with particular expertise in Nordic, European, and international criminal law. His work explores critical intersections between criminal law and contemporary societal challenges including:

• Theoretical foundations of penal liability and modernization of criminal law
• Transnationalization of criminal law and European legal integration
• Rule of law, sustainable criminal law, and security in risk society
• Criminal law in cultural diversity contexts and global legal development
• Chinese law and comparative legal systems

His recent scholarly output demonstrates a strong focus on freedom of expression, hate speech regulation, and the philosophical underpinnings of criminal law. Nuotio frequently examines the boundaries of criminalization in modern society, particularly regarding hate speech, terrorism, and the challenges of regulating expression in democratic societies. His work shows increasing engagement with comparative perspectives, especially Nordic approaches to criminal law and Chinese legal development.

Professor Nuotio has received recognition through numerous research projects funded by the Academy of Finland and Ministry of Education and Culture. He has directed significant initiatives including the Finnish Center of Chinese Law and Chinese Legal Culture (2013-2025) and the "Kiinan oikeus ja oikeuskulttuuri" project (2024-2028). His international collaborations span across Europe, North America, and Asia.

As Director of the Institute of Criminology and Legal Policy (Krimo Institute), Nuotio leads research on criminology and criminal justice policy. The institute serves as a hub for theoretical criminal law research and engages with practical criminal justice issues through its connections with the Rule of Law Center and other research organizations.
