Professor Kim Rubenstein is an Honorary Professor at the Australian National University (ANU) and a leading scholar in citizenship law, constitutional law, and gender studies. She holds dual fellowships with the Australian Academy of Law and the Australian Academy of Social Sciences. Her work bridges legal scholarship with public policy, notably advising on Australia’s 2007 citizenship legislation and the 2008 Citizenship Test review. She served as the Inaugural Convenor of the ANU Gender Institute (2011–2012) and has taught at Tel Aviv Law School and Hebrew University as a Visiting Professor.
Her research focuses on active citizenship, particularly through oral history projects like the National Library of Australia’s Trailblazing Women and the Law and the Court as Archive project examining judicial records as civic archives. Key publications include Australian Citizenship Law in Context (2002/2017) and edited volumes on global citizenship, environmental law, and security institutions.
Awards include the 2013 Edna Ryan Award for feminist public engagement and the 2012 Westpac '100 Women of Influence.' Her grants include two ARC Discovery Projects addressing citizenship’s intersection with law and archives. Recent work explores dual citizenship vulnerabilities, pandemic governance impacts on gendered leadership, and constitutional reform for Indigenous recognition.
