Kenny Chng

Kenny Chng is an Associate Professor of Law and Acting Director of the SMU Law Academy at the Yong Pung How School of Law, Singapore Management University (SMU). He holds a DPhil in Law (part-time) at the University of Oxford, supported by the Yong Pung How Fellowship, focusing on judicial review and administrative policies. His academic journey includes an LL.M. from Harvard Law School (as a MOE-START scholar) and an LL.B. (summa cum laude) from SMU. He has been recognized with numerous teaching awards, including the SMU School of Law Most Outstanding Teacher Award (AY23-24) and the Senior Hulme Scholarship (2025).

Publications: Over 20 articles in leading journals like the Law Quarterly Review, Legal Studies, and Public Law, with a focus on administrative law, constitutional interpretation, and public policy. His scholarship has been cited by high courts in England and Singapore.
