Dr. Kenneth Richards is a Professor at Indiana University's Paul H. O'Neill School of Public and Environmental Affairs with joint appointments at the IU Maurer School of Law and the Ostrom Workshop in Political Theory and Policy Analysis. His career spans academia and policy advisory roles, including recent positions as Fulbright Research Chair at the University of Ottawa and visiting professorships at the University of Oxford and National University of Singapore.
His educational foundation includes dual doctorates: a Ph.D. in Public Policy from the Wharton School (1997) and a J.D. from the University of Pennsylvania Carey Law School (1997), complemented by engineering degrees from Northwestern University (1983) and a B.A. in Botany and Chemistry from Duke University (1979).
Richards' research pioneers environmental economics and policy design, specializing in carbon pricing mechanisms, forest carbon sequestration economics, and institutional frameworks for climate policy. His seminal work established the cost-effectiveness analysis of terrestrial carbon storage and the time-value of emissions reductions, directly influencing global policy instruments like REDD+. His scholarship bridges theoretical economics with practical policy implementation across domestic and international contexts.
Recent publications (2012-2020) reveal consistent focus on environmental policy instruments, particularly carbon markets, offset protocols, and climate governance.
