Kennedy Stewart is an Associate Professor and Graduate Chair at Simon Fraser University's School of Public Policy. He holds a BA from Acadia University, MA from SFU, and PhD from the London School of Economics. Stewart's academic career is complemented by extensive public service as Member of Parliament (2011-2018) and Mayor of Vancouver (2018-2022).
His research examines democratic governance, public policy theory and practice, leadership dynamics, and urban policy. Publications focus on parliamentary reform, drug policy decriminalization, electronic citizen engagement, and urban governance frameworks.
As Mayor of Vancouver, Stewart led the city through the COVID-19 pandemic, advanced reconciliation initiatives, secured over $1 billion in social housing investments, developed the Broadway Plan, and championed drug decriminalization in British Columbia. His academic work bridges theory with practical governance experience.
