Keli Perrin serves as Associate Teaching Professor and Managing Director of the Syracuse University Institute for Security Policy and Law (SPL), where she has taught since 2006. She oversees graduate certificate programs, speaker series, and the Security in the Middle East initiative while instructing courses including Homeland Security Law and Policy, National Security Lawyering, and Regulatory Law and Policy.
Her academic credentials include:
- J.D., magna cum laude, Syracuse University College of Law (2004)
- M.P.A., Maxwell School of Citizenship and Public Affairs (2004)
- B.S. in Mechanical Engineering Technology, SUNY Institute of Technology (1992)
Perrin's research centers on regulatory frameworks for emerging technologies, with deep expertise in homeland security law, critical infrastructure vulnerabilities, unmanned systems governance, and privacy implications in distributed energy markets. She leads NSF-funded interdisciplinary work examining data protection challenges in smart grid systems, bridging legal policy with technological innovation to address national security and emergency management scenarios. Her scholarship directly informs her teaching on security policy implementation.
As Managing Director, Perrin directs SPL's programming and collaborates with the New York State Emergency Manager’s Association and New York State Bar Association’s Committee on Mass Disaster Response. She previously clerked for U.S. District Judge David N. Hurd and maintains active licensure in New York State and the Northern District of New York.
