Kayla Blomquist is a technology and geopolitics researcher currently pursuing her DPhil at the University of Oxford's Oxford Internet Institute (OII) while serving as a Researcher. She co-founded and directs the Oxford China Policy Lab, specializing in AI governance, China policy, and U.S.-China relations.

Her academic journey includes an MSc in Social Data Science from the OII and a BA with Honours in International Relations, Public Policy, and Mandarin Chinese from the University of Denver. She previously studied at Peking University, attaining professional fluency in Mandarin.

She has been recognized as a fellow at the Centre for Governance of AI, contributing to cutting-edge research on global technology policy. Her recent work includes the Oxford China Briefing Book, a critical resource for understanding AI governance in the context of U.S.-China relations.
Kayla's professional experience includes a diplomatic role at the U.S. Mission to China, where she specialized in emerging technology governance, human rights, and digital innovation in government services. She continues to bridge policy and technology through her academic work at the OII.
