Scott Singer is a PhD (DPhil) candidate in International Relations at Balliol College, University of Oxford, specializing in the intersection of emerging technology and foreign policy. His research explores how AI and frontier technologies reshape national and individual security dynamics, particularly in U.S.-China relations. He co-founded the Oxford China Policy Lab, an interdisciplinary research hub addressing strategic risks arising from U.S.-China competition, focusing on AI and technology governance.
