Dr. Kathy L. Brock is a Professor at Queen’s University’s School of Policy Studies and cross-appointed to the Department of Political Studies. She holds roles as MPA Program Director and Senior Fellow. Her affiliations include the Centre for the Study of Democracy and Diversity, and she serves on the National Accreditation Board for Programs in Public Administration.
Dr. Brock’s research focuses on Canadian politics and government, Aboriginal self-government, federalism, constitutional law, and the role of nonprofit sectors in public policy. She has advised governments and organizations on intergovernmental relations, public administration reform, and Indigenous governance. Her work bridges academic scholarship with practical policy analysis.
Education includes a PhD in Political Science from the University of Toronto (1989), and MA/BA from McMaster University. She has published extensively on federalism, public policy, and governance, with recent emphasis on pandemic governance, policy innovation labs, and Indigenous policy issues. Her teaching excellence has earned national and university awards, including the 2008 Pierre De Celles IPAC Award and 2009 Frank Knox Award.
