Kathryn L. Moore is the Stites & Harbison Professor of Law and Ashland-Spears Distinguished Research Professor of Law at the University of Kentucky’s Rosenberg College of Law. She specializes in Federal Income Tax, Employee Benefits, State and Local Tax, and Land Use Planning. Her research emphasizes employee benefits law, Social Security reform, and ERISA compliance.
- Education: Juris Doctor from Cornell University (1988) and Bachelor of Arts from University of Michigan-Ann Arbor (1983).
Her scholarship includes Understanding Employee Benefits (2015) and co-authored The Law of Employee Pension and Welfare Benefits. She served on the Lexington-Fayette Urban County Board of Adjustment and as senior editor of the ABA’s Employee Benefits Law treatise. Prior to academia, she practiced tax/ERISA law at Sutherland, Asbill & Brennan and clerked for U.S. District Court Judge Harold M. Fong.
- Professional Affiliations: Member of the American Law Institute and National Academy of Social Insurance.
Moore has received the University Research Professor award (2020) and leads grants like the OVPR CURATE Program (2019–2020). Her work bridges legal scholarship with policy advocacy in retirement savings and health insurance regulation.
