Kathleen Sullivan is Professor of Political Science at Ohio University's College of Arts and Sciences and an affiliate faculty member at the Center for Law, Justice & Culture. She is based at Bentley Annex 201 and can be reached at sullivak@ohio.edu.

Her research centers on American political development, public law, and urban politics, with particular attention to labor, race, and gender. She explores how legal and regulatory frameworks evolved in the 19th and early 20th centuries, especially in areas like seamen protection and municipal waste management.
Her recent publications, including The Politics of Trash (2022) and articles in Studies in American Political Development and Journal of Policy History, reflect a strong thematic focus on historical institutionalism, the politics of regulation, and rights discourse. These works span subfields such as legal history, urban governance, labor rights, and constitutional development.
