Karl Stöger

Karl Stöger is a Professor of Medical Law at the Institute for Constitutional and Administrative Law, University of Vienna. His work spans constitutional aspects of healthcare, AI regulation, and pandemic jurisprudence, with leadership roles in interdisciplinary conferences and EU-funded projects.

• Current research focuses on AI explainability in medicine, organoid legal frameworks, and quality assurance in healthcare
• Key publications include contributions to the EU AI Act commentary, Medical Law in Austria handbooks, and Lex Atlas pandemic law series
