Dr. Karen Milligan is an Associate Professor in the Department of Psychology at Toronto Metropolitan University. Her research focuses on improving mental health through understanding cognition and emotion regulation, particularly in populations such as children with neurodevelopmental disorders (e.g., ADHD, learning disabilities) and mothers with substance use challenges. She employs a strength-based approach, collaborating with community agencies, policymakers, and families to develop integrated interventions addressing social determinants of health like housing and food security. Currently, her work prioritizes supporting mothers with problematic substance use and youth with learning disabilities and co-occurring mental health issues. Dr. Milligan holds a PhD from the University of Toronto and is a registered psychologist (C.Psych.), offering clinical services to children, adults, and families. She directs the Clinical Training Program for Ryerson’s CPA-accredited Clinical Psychology Graduate Program and supervises students at the Ryerson Psychology Training Clinic. Her lab, Child & Family WISE (formerly Child Self-Regulation Lab), explores innovative solutions bridging education, health, and social systems.
Her research emphasizes translational outcomes, translating findings into actionable interventions. For instance, she evaluates mindfulness-based programs for at-risk youth and examines executive function deficits in neurodevelopmental disorders. Recent projects investigate integrated care models for pregnant/parenting women with addictions, highlighting systemic barriers and solutions. Dr. Milligan’s clinical expertise complements her academic work, ensuring interventions are both evidence-based and clinically relevant.
Her contributions span clinical psychology training, interdisciplinary collaboration, and advocacy for marginalized groups. She actively engages community stakeholders to ensure interventions are culturally responsive and accessible, fostering sustainable mental health solutions.
