His academic foundation includes studies in social sciences, German studies, and geography at Siegen and Cologne, culminating in a 2015 doctoral dissertation on 'Citizen Energy in Germany: Participation between Profit and the Common Good'. Radtke has held research positions at the University of Bremen and Siegen, focusing on energy governance and participatory methodologies.
His research examines transformation policies through multiple lenses: energy governance and citizen participation, digitalization's impact on democratic processes, sustainability policy frameworks, civil society engagement, and applications of political theory. These interconnected themes reflect his commitment to understanding socio-ecological transitions.
Radtke leads the interdisciplinary research project 'Creactive Citizen' (2018-2021), funded by EFRE.NRW with €972,000, examining digital participation in infrastructure contexts. He maintains active roles in scholarly networks as spokesperson for both the Energy Cooperatives Research Network and the 'Energy Transformation' working group within the German Political Science Association (DVPW). His academic service includes organizing international conferences on community energy and political governance of transformation.
