Juljan Krause

Juljan Krause is a Postdoctoral Fellow in Technology and International Security at the University of California's Institute on Global Conflict and Cooperation (IGCC), with joint affiliations at the Center for Global Security Research (Lawrence Livermore National Laboratory) and the National Security and International Studies Office (Los Alamos National Laboratory). He previously advised UK government regulators on quantum technologies and AI policy.

His research bridges emerging technologies and global security:

• Quantum computing/communication race between US and China
• Governance of next-generation internet infrastructure
• Impact of AI/hypersonics on strategic stability
• European quantum policy sovereignty

Publications analyze patent networks in quantum tech, China's internet governance proposals, and undersea cable vulnerabilities. Recent policy briefs for USSTRATCOM address deterrence in emerging tech conflicts.

He holds a PhD in Computer Science and International Relations (University of Southampton) and an MSc in Philosophy of Science (LSE).
