Professor Julien Harou serves as Chair in Water Engineering at the University of Manchester's Faculty of Science and Engineering, Department of Civil Engineering and Management. He also holds the position of Head of Internationalisation for North and Latin America and contributes to FSE Research & Business Support Services. Previously a lecturer at University College London, he maintains an honorary professorship there.
Harou's research focuses on water resources planning and management, water-energy-food systems, and environmental management software. His work addresses critical global challenges including climate change adaptation, sustainable infrastructure development, and transboundary water management. He leads globally recognized research that bridges engineering, economics, and environmental science to develop practical solutions for water security.
His research portfolio shows a clear trend toward integrated systems thinking, with publications spanning water economics, AI applications in water management, infrastructure planning, and transboundary water conflict resolution. Recent work increasingly emphasizes the water-energy-food nexus and low-carbon infrastructure solutions.

Professor Harou has supervised numerous PhD students and leads significant research funding, including the $10M UKRI-funded FutureDAMS project. His group has developed influential tools like the www.waterstrategy.org portal for building and sharing Pywr models. Current projects include Nexus Gains with IWMI and various bilateral initiatives across the UK, Africa, and Asia.
His research group collaborates extensively with major international organizations including IWMI, the World Bank, IUCN, UK water regulators, WWF, TNC, and the European Commission. He serves on IWMI's Board of Governors as an independent advisor to the Programme Committee.
