Julie Debeljak is an Associate Professor in the Faculty of Law at Monash University, where she has been since 2013. She currently serves as the Associate Dean for Equity, Diversity, and Inclusion (EDI) and as Deputy Director of the Castan Centre for Human Rights Law, having previously held this role from 2000 to 2020. Her academic roles have included Senior Lecturer (2007-2012), Lecturer (2002-2006), and Assistant Lecturer (1996-2001).
- Education: Doctorate in 2004 on comparative domestic human rights protection.
Research interests include international human rights law, comparative human rights frameworks, constitutional law, public law, and legal responses to trafficking in persons. She has explored the domestic implementation of human rights obligations in Australia and other jurisdictions, human rights in closed environments, and access to civil justice. Her work also examines accountability systems and human rights in residential aged care.
Recent articles (2022-2025) focus on Victorian Charter enforcement, parole systems during emergencies, and human rights in aged care reform. She has secured Australian Research Council Linkage grants for projects on trafficking in women and human rights compliance in closed environments.
Advising and Grants: Julie has supervised PhD students since 1997 and collaborated with Victorian Ombudsman, Australian Human Rights Commission, and World Vision Australia on human rights initiatives.
Labs and Teams: She is a core member of the Castan Centre for Human Rights Law and has contributed to capacity-building programs for governmental agencies, judiciary, and NGOs.
